| In recent years there has been tremendous progress in the ability to generate experimentally states of the electromagnetic field with manifestly quantum or nonclassical characteristics. Squeezed states of light are nonclassical states for which the fluctuations in one of two quadrature phase amplitudes of the electromagnetic field drop below the level of fluctuations associated with the vacuum state of the field. Squeezed states therefore provide a field which is in some sense quieter than the vacuum state and hence can be employed to improve measurement precision beyond the standard quantum limits. Research at Caltech explores new avenues for generating squeezed and other nonclassical states of light and for applying these fields to problems in quantum measurement.
This explanation is implied by a math paper authored by Jan Naudts (August 2005) “ On the hydrino state of relativistic hydrogen atom” . Although Naudts and Bourgoin do not explicitly mention the relativistic basis of their calculations their use of the Poincare group - integer spin equations dictatea relativistic interpretation where electrons can appear to occupy the same states and spatial coordinates to an observer outside a relativistic boundary. Such a boundary is defined by changes in the total energy of vacuum fluctuations. These energy levels are either isotropic or vary at a slow gradient in deep gravity wells. The relationship between vacuum fluctuations and gravity always always appears isotropic at any physically measurable scale. The Cassimir effect however indicates that this is not really the case at subatomic levels because it allows us to segregate vacuum fluctuations at different gradients between depletion zones in a cavity (gravity hill) and concentration zones in the lattice/nuclei of the Casimir plate geometry.

some fanciful conjecture like the possibility that all catalysts are powered by Casimir cavities or outcroppings. I submit to you that catalytic reactants are taking temporal detours relative to our plane just as we appear to be moving faster than “normal” time relative to an observer in an event horizon. I further challenge you to consider the so called “hydrino” as possible exaggerated case for relativistic hydrogen when exposed to the twisted space-time inside a Casimir field allowing orbital diameter to fall far below ground state because quadric boundary reshapes to allow the temporal displacement of nucleus from orbital to maintain the min requirement . If that isn’t enough to interest you consider the possibility that energy claims re hydrino confirmed by Rowan this past fall may be using hydrino compounds as buckets to capture organized vacuum fluctuations from Casimir fields. The chemical bonds formed inside a cavity can’t translate back to our plane so VF accumulate and repeatedly break the constantly reforming bond as it exits harvesting thermal energy from the vacuum in the form Dr Mill's coined black light plasma– the challenge is to prove the translation of force to the temporal axis – I am positing the pre plasma orbitals represent reactionlesss drive.
QED cavity up conversion is relativistic confusing measurements

An unusually exotic theory of sonoluminescence, which received much popular
attention, is the Casimir energy theory suggested by noted physicist Julian
Schwinger which focuses on long distance quantum radiative phenomenon associated
not with atoms, but with fast-moving surfaces in the collapsing bubble. This
was later dismissed in a paper by Claudia Eberlein because the velocity would
have to approach the speed of light but bubble collapse vélocity is only
about 100 m/s. If Schwinger had focused instead on the trapped gas atoms inside
the bubble he might have come to the same conclusion as Jan Naudts 2005 paper
regarding “hydrino state of relativistic hydrogen” which provided
a plausible explanation for the controversial hydrino. The explanation was poorly
recognized but which I propose to extend to QED theory of “up converting”
inside a Casimir cavity. I am proposing that the hydrino state of relativistic
hydrogen inside a Casimir cavity implies that vacuum fluctuations twist on the
temporal axis appearing to an observer in our plane as getting faster and taking
all matter diffused in the field such as the hydrogen atom along for the ride
leading to the fractional quantum hydrino. This twisted temporal angle would
simply reverse on exiting the cavity EXCEPT if the atoms happen to form a compound
while “twisted”. The “twisted” compound would then block
the temporal doorway when the compound starts to exit and the vacuum fluctuations
start to “retract” they find the compound bound at an angle too
wide to translate back and therefore accumulate boundaries with and soon break
the orbital bonds apart . The atoms immediately reform compounds or molecules
at a lesser orientation emitting light of slower and slower frequency as the
cycle repeats in a cascade that drives the atoms back out of the cavity. This
change in temporal orientation of vacuum fluctuations explains the odd spectrum
of Black Light plasma and questions our measurement of time and frequency due
to relativistic effects. This theory draws a common basis for solid Casimir
cavities like Black Light and Jovion as well as dynamic cavities formed by shaping
conductive bubbles to Casimir geometry through acoustics or diffusion through
bulk shaping particles or catalytic electrodes associated with LENR, Cold Fusion
and water fuel cells.

Temporal science may be awakening based on what QED calls "upconverting"
of vacuum fluctuations inside Casimir cavities. I propose the Casimir cavity
is to an observer in our plane as our plane is to an observer in an event horizon
with all the relativistic opportunities that implies and without the gravitational
or cosmic penalties. All the anomalous heat readings of cold fusion experiments,
Black Light Powers confirmation by Rowan University and recent patent by Jovion
corporation can all be understood in terms of "upconverting" of vacuum
fluctuations. Keep in mind that relative to other atoms in the same upconverted
vacuum fluctuations there is no change and all would simply translate back to
normal upon exiting the Casimir field EXCEPT if a compound forms while matter
is in translated state. Things then get interesting regarding what can scale
and the effects of bonding on this "temporal" translation. Like accepted
relativistic itheory regarding slowing of time inside an event horizon relative
to our plane the perspective from the Casimir cavity sees our plane in the same
way. From our perspective in the "middle" we see the event horizon
slowing matter caught in it's gravitational field and we see the Casimir cavity
as accelerating matter caught between it's conductive plates in a venturi like
manner. I see the time dimension as slow moving wide current in the event horizon
least effected by matter cutting straight through our plane from future to past
while the Casimir cavity is a narrow fast moving stream that briefly redirects
time some degrees away from perpindicular allowing catalytic reactants to take
a temporal detour accomplishing hours of work in what appears to be only minutes
from our perspective.
As spacing between Casimir plates formed by narrowing cavities in Rayney nickel
gets smaller the vacuum fluctuations and therefore any matter diffused therough
them twist on the time axis trading spatial parameters for temporal components
but maintaining the same quadric volume. the translation is non radiative and
energy remains at ground state ( -13.5 eV for hydrogen) but the atoms orbital
from our perspective appears far smaller than ground state because the minimal
approach is being observed on the time axis and only the portion of the twisted
profile remaining in our plane is measured. from the time axis perspective the
nucleus is not surrounded by the orbital, the orbital trails behind the nucleus.
when the atom translates to what Dr Mills callls a hydrino this temporal displacement
increases to maintain the ground state while the orbital diameter is free to
close down far below the diameter we normally use as a measure of ground state
allowing it to take on many new states with the energy stored in temporal not
spatial displacement between nucleus and orbital. The catch is that this remains
a non radiative translation and unless a compound forms to lock the orbitals
from simply translating back no energy will be harvested. If a molecule or compound
does form it locks the orbitals from reorienting its orbitals to fit in our
plane and the solid catalyst provides a fulcrum to hold the plates against the
narrowing temporal doorway while "organized" vacuum fluctuations accumulate
and repeatedly break the compounds' bonds which immediately reform at a lesser
orientation releasing energy in a cascading emission called Black Light plasma.
I propose Casimir cavities or outcroppings are responsible for all catalytic
action, that conductive electrolyte in cold fusion can form casimir geometry
when separated by small numbers of gas atoms or shaping larger bubbles through
bulk nano material or pulsing. Because the temporal doorway opens as the spatial
doorway closes at these scales the possibility exists for atoms to enter one
Casimir cavity and exit a nearby cavity entangling the two cavities and possibly
creating a nano wormhole where they remain connected in time even when spatially
displaced.
I propose the plasma claimed by Black Light Power may be less important then
the pre-plasma for its' linkage to vacuum fluctuations that I posit are responsible
for breaking the bonds of compounds formed inside the Casimir field. If we keep
the reactor just below the 200 C where this effect normally cascades we may
be able to push the Casimir cavities with trapped gas atoms through coils as
an ionized powder to provide reactionless drive with those vacuum fluctuations
starting to accumulate on the offending bonds of these quasi interdimensional
compounds. Although everything was simply relativistic until the atoms formed
bonds inside the Casimir field, once those orbitals locked their orientation
into a bond
they started resisting changes in translation between the distance
of the walls inside the cavity - these "stuck" orientations take us
away from relativistic changes and now we have interdimensional travel with
matter at 2 different angles relative to time residing in the same frame. It
is this property that allows Black Light to use the hydrogen atom as a bucket
to harvest heat from "organized vacuum flux trying to push the offending
orbitals back into alignment and which also may allow us to build a reactionless
drive. I predict that gas compounds on the threshold of emitting plasma will
measure frictional linkage to vacuum fluctuations which affect inertia and if
circulated in the vertical axis with a short return path would modify apparent
weight.

a slightly stronger impact than the repulsive ones. For two perfect, plane,
parallel mirrors the Casimir force is therefore attractive and the mirrors are
pulled together. The force, F, is proportional to the cross-sectional area,
A, of the mirrors and increases 16-fold every time the distance, d, between
the mirrors is halved: F ~ A/d4. Apart from these geometrical quantities the
force depends only on fundamental values - Planck's constant and the speed of
light.
While the Casimir force is too small to be observed for mirrors that are several
metres apart, it can be measured if the mirrors are within microns of each other.
For example, two mirrors with an area of 1 cm2 separated by a distance of 1
µm have an attractive Casimir force of about 10-7 N - roughly the weight
of a water droplet that is half a millimetre in diameter. Although this force
might appear small, at distances below a micrometre the Casimir force becomes
the strongest force between two neutral objects. Indeed at separations of 10
nm - about a hundred times the typical size of an atom - the Casimir effect
produces the equivalent of 1 atmosphere of pressure.

that two large, neutral, parallel conducting plates separated by a
distance z in vacuum attract each other with the force per unit area
P(z) =F(z) / S = -(pi^2 * reduced h * c) / (240* z^4)
Here reduced h is the reduced Planck constant, c is the velocity of light, and
S is the area of the plates. Figure 1 illustrates configuration
giving rise to this force which was named after Casimir. The Casimir force is
a quantum phenomenon (because it
depends on reduced planks constant) and also the relativistic one (because it
depends also on c). In classical electrodynamics, there is no net
force acting between uncharged conducting plates. Thus the Casimir force is
very unusual. All forces which we know
from both classical and quantum physics depend on some charges or interaction
constants. For example, electric force
acts between charged bodies and depends on their charges. The gravitational
force depends on the masses (i.e., the
gravitational charges) of interacting bodies. Forces acting between elementary
particles depend also on the constants
of weak and strong interactions. But the above expression for the Casimir force
per unit area of the plates (i.e., for
the pressure) does not depend on any interaction constant. It depends on only
the fundamental constants reduced planks and c
and on the separation distance z which is the geometrical parameter. The magnitudes
of the Casimir pressure are
characteristic for macroscopic rather than for microscopic scales. For example,
at a separation z = 1 µm it holds
P = 1.3mPa which is not a small pressure as one could expect for a quantum phenomenon.
